What You Will Do:

As Technology Business Management (TBM) SME you will:

  • Serve as the lead expert for Technology Business Management (TBM), providing strategic guidance on IT cost transparency, cost modeling, and financial analytics
  • Direct the application of TBM taxonomy, including cost categorization, mapping, allocation, and development of a single authoritative source for IT cost data
  • Lead Total Cost of Ownership (TCO) definition and analysis for IT products and services, including direct, indirect, and overhead cost components
  • Perform and oversee IT cost optimization analyses, including cloud vs. on‑premise evaluations, application rationalization, and infrastructure consolidation
  • Conduct cost‑benefit analyses and benchmarking to assess IT investments against industry and federal standards
  • Develop and interpret unit cost metrics (e.g., cost per user, cost per ticket, cost per service) to support service line decision‑making
  • Ensure TBM reporting aligns with required federal financial reports and supports executive‑level decision processes
  • Provide subject‑matter leadership for TBM model maturation, automation, and long‑term roadmap planning
  • Support cross‑functional integration of TBM into budget, accounting, and performance management processes across the organization

As a FDMS System Integrator you will:

  • Maintain and support financial data management systems, interfaces, and integrations across enterprise platforms.
  • Monitor and manage ETL pipelines and SSIS‑based data interfaces, ensuring reliable and timely data processing.
  • Perform data staging, loading, and validation for production financial and business intelligence environments.
  • Resolve Level 1–3 help desk tickets, including access provisioning and data issue resolution.
  • Facilitate change control activities, including Change Control Board (CCB) coordination and change request management.
  • Conduct database performance tuning and optimization, including indexing and troubleshooting.
  • Support sustainment and troubleshooting of Power BI reports and scheduled refreshes.
  • Maintain and update technical documentation (ICDs, ERDs, SOPs, data flows, and standards).
  • Integrate new data sources and maintain a secure data portal for stakeholders.
  • Support data quality controls, access certification audits, and compliance requirements.

As a TBM OCM/Training Analyst you will:

  • Lead organizational change management (OCM) efforts to drive adoption of TBM practices and promote a data‑driven culture.
  • Design, develop, and deliver TBM training materials tailored to executive, management, and operational audiences.
  • Translate complex TBM concepts (e.g., allocations, mappings, ETL logic) into clear, non‑technical guidance for stakeholders.
  • Facilitate recurring TBM working sessions and reviews with service lines to reinforce understanding and proper use of TBM data.
  • Support stakeholder engagement through development of communications plans, knowledge artifacts, and adoption strategies.
  • Coordinate with finance, IT, and business teams to ensure consistent TBM terminology and understanding across the enterprise.
  • Support end‑user training for financial systems (e.g., coding structures, data accuracy, issue resolution processes).
  • Contribute OCM inputs to TBM CONOPS, roadmap, and maturity planning documentation.
  • Track and report on adoption metrics, training effectiveness, and change impacts.

What You Will Need:

  • Bachelor's degree
  • 3+ years of experience
  • Understanding of TBM concepts and taxonomy (cost pools, towers, etc.)
  • Experience in TBM
  • Knowledge of TBM tools

What Would Be Nice To Have:

  • Master’s degree
  • Certification: Certified Technology Business Management Executive (CTBME) and/or Technology business management analyst (TBMA)
  • Knowledge of ETL tools (specifically Alteryx) and SQL
  • Knowledge of other costing tools, and IT service management tools

The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
