The Boeing Test & Evaluation (BT&E) organization is seeking a Test Program Integration New Business Engineer to join our team in El Segundo, CA.
This critical role will analyze and review test work statements, develop cost estimates for program test campaign, and consider factors like materials, facilities, labor, and equipment to ensure competitive and technically sound proposals. Experience with Earned Value Management or Cost Account Management for both commercial and defense engineering work statements is required.
BT&E is currently hiring for a broad range of experience levels including Experienced, Lead, Subject Matter Expert level Test Program Integration New Business Engineers.
Position Responsibilities Include:
  • Collaborate with business capture team to provide test proposals aligned to business proposal/campaign schedule
  • Analyze and review test work statements, develop cost estimates for program test campaigns, considering factors like materials, facilities, labor, and equipment to ensure competitive and technically sound proposals
  • Collaborate with test capability subject matter experts and external functions to analyze program test requirements and translate technical information into proposal estimate
  • Prepare detailed bid proposals and presentations to internal and external executive stakeholders ensuring supporting documentation, outlining potential cost factors, and conducting risk analysis
  • Maintain a database of historical costs and estimates to improve future accuracy continuously improving proposal processes
  • Present proposal to Executive/Senior leadership for submittal approval
  • Upon proposal award, work with incoming team and program leadership to establish program in alignment with proposal submittal
  • Support to Test Program Manager (TPM) to establish T&E across all phases of the program beginning with the development of the T&E strategy and test program plan
  • Partner with program BT&E Test Program Manager (TPM) and capability execution teams to meet program affordability, safety, and quality goals

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.
Basic Qualifications (Required Skills/Experience):
  • This position requires an active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)
  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement
  • Experience with the Test Engineering lifecycle: requirements, test design, test documentation/reporting and test execution

Preferred Qualifications (Desired Skills/Experience):
  • Level 4: 5 or more years of related work experience or an equivalent combination of education and experience
  • Level 5: 10 or more years of related work experience or an equivalent combination of education and experience

Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary Pay Range for Experienced level (Level 3): $111,350 - $150,650
Summary Pay Range for Lead level (Level 4): $135,150 - $182,850
Summary Pay Range for Subject Matter Expert level (Level 5): $165,750 - $224,250
