Job Summary:

OpenGov is seeking a VP, Controller to serve as the senior-most accounting executive and a key member of the finance leadership team. This is a high-impact, highly visible role reporting directly to the CFO, with exposure to the most senior leaders across the organization. The Controller will own accounting operations, financial reporting, and internal controls across a complex, multi-product SaaS business serving government-sector customers.

Given OpenGov’s growth stage, this person must be both technically exceptional and a strong leader, capable of scaling the team, systems, and infrastructure to support continued growth and an active M&A environment. This is a hands-on role, owning the integrity of the company’s financials while driving process improvements and navigating increasing scale and complexity.

Responsibilities:

Financial Reporting & Technical Accounting

  • Oversee all financial reporting for internal stakeholders and support increasing external reporting requirements

  • Serve as the company’s foremost technical accounting authority, with responsibility for complex areas including revenue recognition, business combinations, stock-based compensation, and capitalization

  • Lead the development and continuous improvement of accounting policies; monitor and implement new GAAP guidance proactively

  • Own the consolidation process across all legal entities, including international operations in India

  • Perform technical research and document accounting positions on non-standard transactions

  • Manage internal and external audits and ensure timely completion

Accounting Operations

  • Lead all core accounting functions: general ledger, order-to-cash and revenue recognition, payroll, accounts payable, collections, and treasury

  • Oversee the revenue accounting function; own billing and complex product library to support accurate revenue accounting and delivery of monthly reporting

  • Oversee global payroll and equity administration for ~1,000+ employees

  • Manage tax compliance and tax provision functions

  • Own treasury operations including cash management and insurance

Systems, Controls & Infrastructure

  • Design and maintain scalable internal controls as the company grows in size and complexity

  • Evaluate, select, and lead implementation of new accounting systems and ERP enhancements (OpenGov operates in NetSuite, Workday, and Salesforce, among other systems)

  • Identify and eliminate operational inefficiencies; ensure processes and systems support continued growth

M&A & Cross-Functional Leadership

  • Lead financial due diligence and accounting integration for acquisitions; OpenGov has a highly active M&A program

  • Partner closely with FP&A to deliver consistent financial data and insights to business stakeholders

  • Collaborate with Sales and Customer teams on revenue, billing, and collections matters

  • Serve as a trusted partner to the CFO and broader executive team on business initiatives and strategic decisions

Team Leadership

  • Lead, develop, and grow a high-performing accounting team of 15+ across Corporate Accounting (GL & Tech Accounting), Payroll, Revenue Accounting, Billing, AR, AP, and India Accounting

  • Hire and develop strong accounting talent to support the company’s growth

  • Foster a culture of accountability, continuous improvement, and professional development across the team

Requirements and Preferred Experience:
  • Bachelor’s degree in Accounting; CPA preferred

  • 15+ years of progressive accounting experience; combination of Big Four public accounting and industry strongly preferred

  • Prior experience at a high-growth SaaS or technology company with revenue of $100M+; government technology or vertical SaaS experience a strong plus

  • Deep technical GAAP expertise, particularly in ASC 606 revenue recognition for multi-element SaaS arrangements with government customers

  • Demonstrated experience building and leading a controller function at a growth-stage company

  • Experience managing financial audits

  • System implementation experience (Netsuite and Workday preferred)

  • Proven track record building, developing, and retaining accounting teams of 10+

  • Experience managing an accounting function across multiple entities and geographies

  • Strong cross-functional communication skills and executive presence; comfortable presenting to senior leaders and board members

  • Payroll administration experience

  • Positive, energetic and optimistic attitude, with a willingness to proactively roll up your sleeves

Compensation

San Francisco, CA: $298,900 - $373,600

On target ranges above include base plus a portion of variable compensation that is earned based on company and individual performance.

The final compensation will be determined by a number of factors such as qualifications, expertise, and the candidate’s geographical location.
