Job Description
For over 40 years, BAE Systems has served as the trusted agent to provide Independent Verification and Validation (IV&V) of Navy, Ballistic Missile Defense (BMD), and foreign Military Sales (FMS) Weapon and Combat System Development. Our program is seeking a seasoned Technical Project Manager to direct and mentor a team of engineering Baseline Coordinators (BLCs) supporting the USN and BMD portfolios.
In this role, the successful candidate will provide strategic leadership and operational oversight, serving as the primary liaison between BAE Senior Leadership, government customers, and technical subtask divisions. This position is responsible for the end-to-end management of project execution plans, the alignment of technical and business resources, and the rigorous oversight of project budgets and schedules. The candidate will be expected to drive productivity, quality, and client satisfaction while providing high-level analytical guidance to the BLC team.
Key Responsibilities:
Leadership & Team Management
  • Direct and manage a team of Baseline Coordinators (BLCs), providing the guidance and oversight necessary to execute all technical taskings across the USN and BMD portfolios.
  • Mentor BLCs in the execution of technical reviews, ensuring all deliverables meet quality standards and program objectives.
  • Coordinate all Systems Engineering (SE), Test & Evaluation (T&E), Cyber, and ILS efforts directed by the AEGIS TECHREP Project Lead.
  • Assess ongoing baseline efforts and oversee the compilation of weekly SITREPs and monthly reports to ensure timely and accurate delivery.
  • Conduct monthly team meetings to evaluate product line progress and ensure all customer requirements are being fulfilled.

Financial Management & Strategic Planning
  • Partner with Senior Leadership to develop project scope, utilizing financial expertise to build comprehensive Task Planning Sheets (TPSs) and Rough Order of Magnitude (ROM) estimates.
  • Lead the coordination, planning, and execution of monthly financial synchronization meetings with sponsors to ensure budget alignment and transparency.
  • Review project budgets and resource allocations, identifying variances and developing mitigation strategies to maintain financial health.
  • Support the BAE Senior Leadership Team in developing strategic roadmaps, project plans, and high-level demonstrations.

Stakeholder Engagement & Relationship Management
  • Develop and maintain strategic professional relationships with AEGIS TECHREP USN and BMD Division Heads, serving as a trusted advisor and primary point of contact.
  • Foster cooperative partnerships with government project leads and subtask leaders to streamline communication and project execution.
  • Coordinate comment consolidation and adjudication meetings with all relevant parties for Milestone Technical Data Packages (TDP).

Technical Oversight & Execution
  • Oversee the BLC team in reviewing design plans and engineering processes, recommending changes to satisfy program objectives.
  • Direct the review and incorporation of comments for:
    • Element Final Specifications
    • SCRIBE and ETR documentation
    • Technical and Releasability Documents
    • Test Procedures
  • Ensure all TRAIN Action Item comments are routed to the applicable parties for adjudication.
  • Manage the closure of A-SPEC issues and other project comments in coordination with A-SPEC Engineers and originators.
  • Provide monthly executive summaries detailing changes to baseline schedules (Build plan, MPP, I&T) and maintain accurate records within the POA&M.
  • Oversee Build Package reviews and the submission of defect comments.
  • Manage and support all meeting requirements, including VTC, Teams, and CVTC coordination.
  • Submit and validate ATR Weekly Report inputs.

Required Education, Experience, & Skills
  • Minimum 15 years' experience with DoD/DoN programs with a strong focus on Navy/AEGIS programs
  • Bachelor's degree (BS/BA) in a related engineering field, or a minimum of 5 years of experience of in-depth specialized knowledge in the related field such as computer programming or equivalent experience
  • Proven people skills with the ability to nurture and mentor junior managers and team members
  • Ability to support a culture of diversity and inclusion

  • Proven customer service skills
  • Proven problem-solving and communication skills
  • Security Clearance Requirement: Must have a secret level DoD security clearance (U.S. Citizenship required).
  • Excellent written and verbal communication skills
  • Experience with MS Office (Word, Excel, PowerPoint, Access, Outlook, etc.)
  • Experience with development and maintenance of computer programs
  • Understanding of the Systems Engineering Development Lifecycle

Preferred Education, Experience, & Skills
  • Project Management experience a plus
  • Familiarity with project management software tools (JIRA), methodologies, and best practices
  • Military Veteran

Pay Information
Full-Time Salary Range: $112420 - $191070
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
