Job Summary:

The ANG Liaison to the Office of Energy Assurance (OEA) serves as the ANG’s primary integrator and coordinator for enterprise energy and water resilience initiatives, acting as the central action officer between ANG, OEA, Air Force Civil Engineer Center (AFCEC), Civil Engineering Technical Branch (CETB), Regional Resource Efficiency Managers (REMs), and installation stakeholders.

The Liaison drives coordination across multiple organizations, manages enterprise initiatives, tracks actions and milestones, and ensures projects progress from planning through execution. While an energy or technical background is beneficial, success in this role is primarily driven by strong project management, communication, and stakeholder engagement skills—particularly within military and ANG environments.

Duties and Responsibilities:

ENTERPRISE LIAISON & COORDINATION

  • Serve as the central coordinator and action officer for ANG enterprise energy and water resilience initiatives, ensuring alignment among HQ, OEA, CETB, Regional REMs, and installation stakeholders.
  • Lead cross-organizational coordination efforts, including scheduling, agenda development, action tracking, and follow-up to drive timely decisions and execution.
  • Translate enterprise priorities into clear tasks, timelines, and deliverables for Regional REMs and installation teams.
  • Prepare executive-level readouts, decision briefs, and status updates for ANG and OEA leadership.

RESILIENCE, ASSURANCE, AND GENERATION

  • Coordinate enterprise planning for microgrids, geothermal systems, photovoltaic (PV) arrays, and Battery Energy Storage Systems across OEA, CETB, AFCEC, and ANG installations.
  • Support identification and development of strategies that increase energy and water resilience and assurance, including microgrids, on-site generation, energy storage, and critical load support.
  • Provide technical and analytical recommendations for microgrid requirements, metering, and controls; coordinate with Base Civil Engineers and Regional REMs to translate strategies into projects.
  • Track enterprise trends and opportunities for expanding on-site generation and provide ANG-wide recommendations and implementation approaches.

INSTALLATION ENERGY PLANNING & RESILIENT ENERGY ASSESSMENT FRAMEWORK (REAF)

  • Support development, review, and coordination of Installation Energy Plans (IEPs); schedule and coordinate Regional REM participation for IEP workshops, site visits, and stakeholder engagements.
  • Integrate IEP-identified resilience gaps and mission priorities into Energy Resilience Advanced Planning (ERAP).
  • Annually review all ANG Installation Energy Plans (IEPs) and update each installation’s REAF score; coordinate with IEP facilitators and installation teams to reflect current risks, projects, and mitigations.
  • Support pre-workshop interviews and IEP workshops (virtual or in person); ensure enterprise lessons learned, and standards are reflected in installation plans.
  • Recommend inclusions for Installation Development Plans (IDPs) and IEPs to align projects with ANG energy and water objectives.

PROGRAM DEVELOPMENT & EXECUTION

  • Review ERAP and Energy Efficiency Advanced Planning (EEAP) presentations enabling CE teams to leverage IEPs for project identification, prioritization, and development in support of Facility Sustainment, Restoration, and Modernization funding.
  • Support development of project schedules, dependency mapping, and sequencing recommendations to maximize mission impact.
  • Facilitate coordination among technical, financial, and operational stakeholders to mature projects for funding and execution.
  • Track progress of ANG-wide initiatives and ensure follow-through on assigned actions.

DATA, REPORTING, AND TOOLS

  • Coordinate with the Data & Process Manager to validate and consolidate enterprise inputs for ANG data calls (e.g., Annual Energy Performance, Resilience, and Readiness (AEPRR) Report, Compliance Tracking System (CTS).
  • Support accuracy and use of NexGen IT, Data Decision Dashboard Tool , Utility System Outage Reporting Tracker, and the Water Dashboard as they relate to enterprise initiatives and IEP/REAF updates.
  • Develop ANG-wide insights from metering, generation performance, and outage reporting to inform resilience priorities.

ENGAGEMENTS, COMMUNICATIONS, AND RECOGNITION

  • Participate in enterprise workshops, energy strategy events, and installation program gatherings; provide after-action reports and enterprise recommendations.
  • Contribute to strategic communications (e.g., information papers and newsletters) to disseminate best practices, guidance, and recognition opportunities across installations.
  • Capture decisions, lessons learned, and action items from meetings and workshops and ensure dissemination and follow-up.

COMPLIANCE, TRAINING, AND GOVERNANCE

  • Complete required training: Anti-Terrorism (AT) Level 1/Force Protection (FP), Cyber Awareness/Information Assurance (I/A), Operations Security (OPSEC), and Controlled Unclassified Information (CUI), plus adhere to COMSEC/IT, PII, and CUI handling requirements.
  • Maintain eligibility for and obtain/maintain a SECRET clearance; complete Non‑Disclosure Agreement and comply with identification and access control policies.
  • Support Service Contract Reporting requirements and quality management processes as applicable to the role.

Qualifications and Experience:

  • Minimum 5 years supporting Federal, Department of War (DoW), or military programs, with demonstrated experience in program management, project coordination, or enterprise-level initiatives.
  • Bachelor’s Degree in engineering, architecture, energy, business, project management, public administration, or a related field; equivalent experience may be considered.
  • U.S. Citizenship with ability to obtain and maintain a SECRET security clearance.
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or similar preferred credentials.
  • Familiarity with military or DoW organizational structures required; prior ANG experience is highly desirable.
  • Strong written and verbal communication skills with demonstrated ability to coordinate across multiple organizations.
  • Proficiency in Microsoft Office Suite and data-driven decision tools.
  • Completion of required DoW/USAF training (AT/FP, IA/Cyber Awareness, OPSEC, CUI) within prescribed timelines; eligibility for Common Access Card (CAC) issuance.
  • Complies with Government identification, access control, and cyber/IT use policies; maintains required records and returns identification media upon separation or role change.
  • Supports enterprise quality control and reporting processes (e.g., monthly work plans, transition documentation, and service summaries) as applicable to assigned duties.
  • Adheres to anti‑trafficking, privacy, and data rights policies and signs a Non‑Disclosure Agreement as required.

Compensation:

The expected base salary range for this role is $120,000 per year. Actual compensation will be determined based on a number of factors including skills, experience, qualifications, and location.
