This is a remote position.

The Application Developer will support the Texas Department of Criminal Justice on the Offender Information Management System modernization project. This role provides specialized application development services for business applications related to Parole and the Board of Pardons and Paroles. The Candidate will work on modernization efforts for existing systems, applying experience with Java-based web technologies and database tools. Work will be performed in coordination with agency staff, following established coding, migration, and issue-tracking practices. This position requires a strong background in enterprise application development and consulting engagements.


Responsibilities:

  • Develop, maintain, and modernize business applications supporting Parole and the Board of Pardons and Paroles.
  • Contribute to modernization efforts for the Offender Information Management System.
  • Write and maintain code using Java, JSP, servlets, and Struts2.
  • Develop and maintain XML and HTML components as part of application functionality.
  • Work with SQL Server databases to support application data needs.
  • Utilize Enterprise Java Beans (EJB) in application development.
  • Use NetBeans IDE and GitHub for development and version control.
  • Utilize Azure Data Studio to support database-related development tasks.
  • Coordinate with Texas Department of Criminal Justice staff on development priorities and deliverables.
  • Provide consulting-level expertise throughout the engagement.


Requirements

Minimum Qualifications:

  • 8 years of consulting experience.
  • 1 year of experience with Java, JSP, servlet, SQL Server, XML, HTML, Enterprise Java Beans (EJB), Struts2, NetBeans IDE, GitHub, and Azure Data Studio.

Preferred Qualifications:

  • 2 years of experience in highly complex system(s) within the Texas Department of Criminal Justice (TDCJ).
  • 2 years of experience with SQL Server Migration Assistant (SSMA), SQL Server Management Studio (SSMS), Visual Studio Code (VS Code) Individual Development Environment, GitHub Copilot for code review, and Amazon Web Services (AWS).
  • 2 years of experience with Jira – Issue and Project Tracking Software by Atlassian.

Additional Requirements:

  • This position is a remote or hybrid position. 
  • In-person meetings may be required on occasion in Austin, TX and/or Huntsville, TX and advance notice will be given.
  • Travel expenses are not covered or reimbursed by the agency.
  • Criminal background check as authorized by Texas law.
  • Texas based candidates only. 


Work Location and Schedule:
Location: 815 11th St, Huntsville, TX 77340 & 8610 Shoal Creek Blvd., Austin TX 78757
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
Work Arrangement: Hybrid – On Site and Telework.
