The Director of Payroll & HR Operations provides strategic and operational leadership for critical HR operational functions that support CentraCare's mission to deliver exceptional patient care and a positive caregiver experience. This role has system-wide responsibility for payroll and payroll tax operations, HR program management, HR customer experience and service delivery, HR compliance, and HR Ops training. This pivotal role is responsible for overseeing key aspects of the HR operational infrastructure, with a strong emphasis on standardization, continuous improvement, and effective service delivery. The Director will manage the planning, resourcing, execution, communication, and evaluation of assigned HR Operations teams.
In a complex, regulated healthcare environment, the Director ensures accurate and compliant payroll processing, reliable HR services, and continuous improvement of HR operations that enable caregivers to focus on patient care.
This role requires proven expertise in managing multi-state payroll tax compliance, extensive hands-on experience with all aspects of federal payroll tax regulations, and direct experience with the administration and compliance of various city, county, and other local payroll taxes. The Director will demonstrate expertise in the accurate and compliant processing and remittance of all types of wage garnishments and levies, and have a track record of successfully managing the accurate and timely submission of all required quarterly and annual payroll tax reports and filings. An extensive understanding of the Fair Labor Standards Act (FLSA) and demonstrated experience in managing all aspects of Unemployment Insurance are also essential for this position.

Schedule Details:

  • Full-time | 80 hours every two weeks

  • Primarily Monday – Friday, hours typically between 8am – 5pm

  • Majority Remote; Occasional need for onsite training or meeting

Pay and Benefits:

  • Starting pay $139,734.40 per year, exact wage determined by years of related experience

  • Salary range: $139,734.40 - $209,539.20 per year

    • Salary and salary range is based on a 1.0 FTE, reduced FTE will result in a prorated offer rate

  • Retirement with matching, up to 7.5%

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, Finance, or a related field required.
    • Master’s degree preferred
  • At least 10 years of progressive experience in Human Resources, with a focus on HR Operations (i.e. HRIS, HR Service Centers, Data Integrity and Reporting, Team Member Onboarding, Process Improvement).
  • At least 4 years of experience providing guidance, instruction, direction, and leadership to a team or functional area, ideally in a large, multi-state, changing environment.
  • At least 5 years of management/leadership experience, including direct management of virtual/hybrid teams.
  • Experience in a healthcare system or highly regulated environment preferred.
  • Experience working with multiple unions preferred. 
  • Processional certifications such as CPP, PMP, SHRM-SCP, or SPHR preferred.
  • Experience with HRIS, payroll platforms, and HR service delivery or case management tools preferred.
  • Demonstrated expertise in payroll operations and payroll tax compliance within a complex organization.
  • Advanced experience with UKG Timekeeping & Oracle Payroll required and a strong understanding of case management systems (i.e. ServiceNOW, Atlassian Jira etc.).
  • Experience leading HR programs or projects with multiple stakeholders.
  • Prior experience with HR implementations, including review of end-to-end business process mapping, recommendations, and gap analysis, is strongly preferred.
  • Demonstrated expertise in the accurate and compliant processing and remittance of all types of wage garnishments and levies.
  • Proven experience managing payroll tax compliance across multiple states.
  • Extensive hands-on experience with all aspects of federal payroll tax regulations.
  • Strong understanding of employment law, compliance, and operational risk management.
