The Global Affairs team leads this engagement globally, building trusted relationships with governments, regulators, civil society organizations, academic institutions, and strategic partners. By bringing external perspectives into OpenAI—and helping communicate OpenAI’s priorities outward—we support thoughtful governance frameworks, responsible standards, and public understanding of AI technologies.

We work closely across research, product, legal, communications, partnerships, and go-to-market teams to anticipate emerging issues, shape proactive engagement strategies, and advance OpenAI’s mission internationally.

About the Role

We’re looking for a highly organized, proactive, strategic, and mission-driven Global Campaigns and Special Projects Manager to join the Global Affairs team.

This role will work closely with the VP of Global Policy to help drive and execute proactive global policy campaigns, flagship initiatives, executive engagements, and high-priority special projects spanning multiple regions and stakeholder groups.

You will sit at the center of a highly cross-functional and globally distributed environment, helping translate broad strategic priorities into coordinated execution across policy, communications, partnerships, and external engagement workstreams.

This role is ideal for someone who thrives in fast-moving environments, enjoys bringing structure and momentum to ambiguous initiatives, and can manage complex global projects with strong operational discipline and sound judgment.

You will help coordinate major campaigns and external engagement efforts involving governments, international institutions, civil society, industry partners, academic organizations, and other influential stakeholders shaping the future of AI.

The ideal candidate is also highly fluent in using AI tools and workflows to improve organizational effectiveness, accelerate coordination, strengthen situational awareness, and support strategic execution at scale.

This role is based in San Francisco.

 
Key Responsibilities
  • Coordinate activities across multiple policy initiatives and special projects, tracking progress, surfacing risks, and helping ensure successful execution.

  • Partner closely with the VP of Global Policy and cross-functional leadership to support proactive global initiatives and external engagement strategies forward.

  • Support the planning, coordination, execution of international policy campaigns, executive engagements, convenings, partnerships, and strategic external moments.

  • Help develop and maintain integrated planning systems across campaigns and special projects, including timelines, stakeholder trackers, milestones, briefing materials, and execution workflows.

  • Help develop operating rhythms and follow through across distributed teams to help ensure priorities and projects are aligned across time zones, functions, and regional priorities.

  • Work across functions to help coordinate initiatives, facilitate communication, and support alignment among key stakeholders.

  • Prepare high-quality briefing materials, strategic updates, presentations, talking points, and stakeholder materials for senior internal and external audiences.

  • Help identify emerging geopolitical, policy, reputational, and ecosystem developments and translate them into actionable execution plans and engagement opportunities.

  • Build lightweight systems and processes that improve coordination, accountability, operational visibility, and campaign execution across a complex global portfolio.

  • Develop and leverage AI-enabled workflows and tools to strengthen organizational effectiveness, project management, and information synthesis.

  • Serve as a trusted operational and strategic partner on sensitive and high-priority initiatives across the Global Affairs organization.

Qualifications
  • 5+ years of experience in program management, strategic initiatives, operations, partnerships, public affairs, consulting, policy, communications, or related fields in highly dynamic, rapidly evolving, and cross-functional environments.

  • Demonstrated ability to manage complex initiatives involving multiple stakeholders across functions, geographies, and time zones.

  • Strong operational instincts and exceptional organizational skills, with experience building systems that improve execution across complex portfolios.

  • Excellent written and verbal communication skills, including experience preparing executive-level briefings, memos, presentations, and stakeholder materials.

  • Strong judgment, discretion, and ability to manage sensitive or high-visibility workstreams.

  • Demonstrated interest in the intersection of technology, geopolitics, policy, partnerships, communications, and public engagement.

  • Familiarity with AI policy, emerging technologies, digital regulation, or global public affairs environments is strongly preferred.

  • Proficiency with AI tools and demonstrated ability to apply AI capabilities to operational workflows, coordination, research, and execution.

  • Demonstrated ability to thrive in ambiguous, fast-moving, and high-growth environments with a strong bias toward action.
