The Health Home and Value-Based Care Lead Developer, Business Intelligence, is a key member of Government Programs Quality & Value-Based Care Business Intelligence team, focused on the support of the Medicaid Health Homes and value-based care programs. This is a position that is highly matrixed within the division, lines of business, and value-based care clinical support team. The person must be a self-starter and possess outstanding analytical skills.
This role is responsible for end-to-end development and ongoing support of reports and visualizations that capture member and provider data related to eligibility and enrollment of Health Homes, admissions, discharges, and transfers (ADTs) to and from facilities, medical and pharmacy utilization, cost, and quality. Drawing from multiple UHC data platforms, the business analyst ensures accurate, timely clinical reporting across multiple initiatives.
Primary responsibilities include documenting business requirements and producing state-mandated reports focused on affordability, quality measures, provider profiling, and clinical transformation. The analyst will take the lead for creating, generating, and troubleshooting data and reporting for multiple state markets. A solid understanding of enterprise data platforms and a commitment to data quality are essential.
The position supports performance improvement efforts across Medicaid Health Homes and value-based care programs by providing data-driven insights and recommendations.
Highly matrixed across business lines and clinical teams, this role requires a self-starter with excellent analytical skills. The Business Analyst will also:
  • Develop SQL-based reports, Excel models, Tableau and/or Power BI dashboards to support both short- and long-term business goals
  • Conduct root cause and gap analyses to inform action plans for clinical transformation initiatives
  • Identify opportunities for process improvement. Work with technical teams to define, build, and test process automation where possible

This position reports to the Director of Business Intelligence for Value-Based Care.
You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.
Primary Responsibilities:
  • Work closely with senior leaders across multiple levels of management to provide information that impacts the full scope of clinical performance reporting
  • Manage multiple projects with varying scope level simultaneously
  • Make solid recommendations based on analysis and provide explanations for reporting results for both internal operations and our business partners
  • Define the approach and collaborate with technical stakeholders, such as database developers, and business/market stake holders to define and gather business, functional and non-functional requirements
  • Validate reporting requirements with stakeholders and project teams, providing suggestions and recommendations as appropriate
  • Analyze, review, forecast, and trend complex data pertaining to performance metrics which are sourced from various enterprise systems including Snowflake and SQL Server databases
  • Conduct gap analysis between current and future state and assist in the build and operationalization of future processes pertaining to analytic strategy
  • Analyze data and trends, perform root cause analysis to determine and establish best practices and areas of improvement related to reporting and systems utilized for care coordination
  • Develop and document end-to-end reporting and/or business process flows, data flows, system impacts, and procedural task and procedural change issues
  • Identify and/or establish appropriate testing metrics/targets to validate that business requirements are being met (i.e., performance metrics, process deliverables, traceability, business value)
  • Conduct and/or support testing activities (i.e., production, regression and user acceptance testing, production validation)
  • Plan/execute user testing scenarios/scripts and prepare test data

Required Qualifications:
  • 4+ years of experience working in a business and/or systems analyst role
  • 4+ years of experience utilizing SQL to write queries for ad-hoc reporting in SQL Server and/or Snowflake environments
  • 4+ years of experience designing reports with large data sets
  • 2+ years of experience designing PowerBI or Tableau reports
  • 1+ years demonstrated ability to communicate analysis, including trends and opportunities, to clients and business leadership both verbally and in writing
  • 1+ years of writing business requirements
  • Working understanding of health care claims data
  • Advanced or Expert level of proficiency with SQL, Microsoft Excel

Preferred Qualifications:
  • 2+ years working in a managed care organization or working in a healthcare setting
  • 1+ years of user acceptance or QA testing
  • HEDIS® reporting experience
  • Pharmacy reporting experience
  • Experience with SMART
  • Experience with UGAP
  • Experience with UDW
  • Experience working with ACOs
  • Experience working with SAS
  • Experience working with Snowflake
  • Experience working with SSIS and/or Python
  • Experience in analysis/engineering or project management, including workflow, benchmarking and/or evaluation of business process (including experience writing requirements)
  • Understanding of healthcare claim processing, coding, enrollment processing, electronic data (such as EDI) and interoperability standards around clinical data exchange and data analytics
  • Demonstrated solid interpersonal skills, including ability to effectively interact, collaborate with, and influence key stakeholders

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $91,700 - $163,700 annually based on full-time employment. We comply with all minimum wage laws as applicable.
