This is a remote position.
The Master Data Architect will support the Health and Human Services Commission (HHSC) on the Enterprise Information Management (EIM) / Performance Management & Analytics System (PMAS) project. This position is an Information Technology role embedded within the EIM team, working in collaboration with the Office of Data Analytics and Performance (DAP) within the HHS system's business domain. The architect will design and implement master data solutions for a multi-terabyte Master Data Management (MDM) implementation using the Informatica application tool stack in the Informatica Data Management Cloud (IDMC). The role supports the mission of ensuring HHS master data is visible, accessible, understandable, trusted, and uniformly governed to advance data quality and enable integrated analytics across the HHS system. Work will follow an agile methodology consistent with current HHSC practices.
Responsibilities:
- Design and implement MDM solutions for healthcare provider and managed care member domains using the Informatica tool stack.
- Develop extract, transform, and load (ETL) processes for HHS system data into MDM applications using Oracle, Snowflake, and Informatica tools.
- Develop, test, and maintain enhancements and upgrades to MDM application layers.
- Collaborate with EIM data architects, HHS subject matter experts, and HHS system data models to accurately represent as-is and to-be process models involving HHS master data.
- Perform operational responsibilities for metadata loads and planning and monitoring of MDM and metadata project lifecycle deployments using agile methods.
- Ensure that the build and deployment of MDM components comply with HHSC IT coding and security standards.
- Develop and refine AI prompt and query strategies to retrieve and synthesize master data across complex data domains, including maintaining a library of standardized prompt and query templates.
- Validate AI-generated outputs with a focus on identifying and mitigating hallucinations, and ensure all data outputs adhere to agency reporting standards, data governance, and compliance regulations.
- Work with program areas and project sponsors to plan and execute multiple analytics projects asynchronously, communicating findings and data limitations to agency leadership in non-technical language.
- Collaborate with data engineering, IT, and program teams to troubleshoot data-related issues, address inconsistencies, and develop mitigation strategies.
Requirements
Minimum Qualifications:
- 8 years of experience with advanced Informatica and ETL development skills.
- 8 years of experience and understanding of Enterprise Information Management best practices.
- 8 years of experience designing and implementing Master Data Management solutions.
- 8 years of experience designing and implementing Informatica PowerCenter custom solutions.
- 8 years of experience with Erwin and ERStudio data modeling tools or equivalent functional toolsets.
- 8 years of demonstrated strong communication, analytical, and interpersonal skills across all levels of an organization.
- 8 years of proven ability to work successfully with technical and non-technical groups while managing multiple responsibilities.
- 8 years of demonstrated strong technical writing skills.
Preferred Qualifications:
- 5 years of experience as an Oracle DBA.
- 5 years of experience installing and configuring Informatica Metadata Manager architecture.
- 5 years of experience architecting Master Data Management solutions.
- Bachelor's degree in Computer Science, Systems Engineering, or equivalent experience.
