About the Role

We’re looking for a highly experienced Onsite Program Manager to join our team as Onsite Program Manager in a Fixed Term capacity. In this role, you will lead onsite fleet operations and vehicle compliance activities for a strategic autonomous vehicle client. This role is accountable for end-to-end fleet administration, Title & Registration, permitting, and regulatory compliance activities, while ensuring operational efficiency, cost control, and adherence to internal and client-specific standards. The Onsite Program Manager serves as the primary onsite operational leader and liaison between the client, Element internal teams, and third-party vendors, ensuring vehicles remain road-ready, compliant, and available without disruption.

What You’ll Do

  • Oversee end-to-end execution of fleet compliance and operational processes, including vehicle titling and registration, autonomous vehicle permitting and regulatory documentation, and documentation intake, validation, and audit readiness.
  • Ensure compliance with multi-state regulatory requirements and client-specific standards.
  • Maintain accurate inventories of vehicles, titles, plates, permits, and compliance materials.
  • Ensure uninterrupted vehicle availability by proactively managing expirations, renewals, and exceptions.
  • Manage vehicle lifecycle activities in coordination with internal fleet and operations teams, including onboarding, retrofitting support, interstate transfers, decommissioning, and removals.
  • Monitor vehicle readiness, documentation completeness, and compliance packet preparation.
  • Develop and execute response plans for operational disruptions (e.g., expired documents, lost plates, vehicle failures).
  • Lead, coach, and develop onsite associates.
  • Serve as primary onsite point of contact for client stakeholders and operational partners.
  • Ensure accurate and timely updates in internal and client systems (CMS, tracking tools, telematics integrations where applicable).

Basic Qualifications

  • 5+ years of experience in fleet operations, title & registration, vehicle compliance, or transportation operations.
  • 2+ years of people leadership or onsite operational management experience.
  • Demonstrated experience managing high-volume, regulated workflows across multiple jurisdictions.
  • Strong stakeholder management, problem-solving, and communication skills.
  • Ability to work onsite on a regularly scheduled basis.

Preferred Qualifications

  • Education: College/University degree preferred.
  • Bachelor’s degree in Business, Logistics, Transportation, or a related field preferred.
  • Deep understanding of fleet operations, lifecycle management, and compliance processes.
  • Strong knowledge of multi-state Title & Registration and permitting requirements.
  • Data-driven decision-making and operational reporting capability.
  • Proficiency in MS Office and fleet/compliance tracking systems.

Location

Current Location: San Francisco, CA

The hiring base salary range for this position is $101,900 to $140,140 USD annually. Actual compensation within this range will be dependent upon the individual’s knowledge, skills, experience, equity with other team members, and alignment with market data. Please note that the disclosed salary range is solely for candidates hired to perform work within this geographic location. Candidates hired to work in other locations will be subject to the pay range associated with that location.
