The PeopleSoft FSCM Business Analyst will support the Texas Health and Human Services Commission on the PeopleSoft FSCM 9.2 General Ledger upgrade and implementation project. This role involves analyzing user requirements, procedures, and problems related to state government financial systems in order to support system upgrades and new module implementations. The analyst will rely on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks with a wide degree of creativity and latitude. Core duties include requirements analysis, facilitation of meetings with subject matter experts, documentation of complex system requirements and processes, and support of multiple testing cycles. Strong verbal and written communication skills are required for all project communications and deliverables.

Responsibilities:

  • Confer with personnel of organizational units to analyze current operational procedures and identify problems.
  • Identify specific input and output requirements, including data input forms, summarization methods, and report formats.
  • Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
  • Review computer system capabilities, specifications, and scheduling limitations to determine feasibility of requested program changes.
  • Analyze business objectives and problems and identify alternative solutions through cost/benefit analysis.
  • Facilitate meetings with subject matter experts to gather and document system requirements.
  • Develop test scenarios and scripts for system testing.
  • Conduct hands-on end-to-end system testing and support multiple test cycles.
  • Prepare training materials for end users.
  • Present information and project deliverables to business stakeholders in formal settings.

Requirements

Minimum Qualifications:

  • 8 years of hands-on experience with PeopleSoft FSCM on implementation or upgrade projects as a General Ledger and Commitment Accounting business analyst.
  • 8 years of hands-on experience with state government accounting practice.
  • 8 years of hands-on experience creating all forms of project deliverables as a business analyst.
  • 8 years of hands-on experience conducting end-to-end system testing.
  • 8 years of hands-on experience presenting information to business stakeholders in a formal setting.
  • 4 years of experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio).

Preferred Qualifications:

  • 4 years of hands-on experience working with Texas state agencies' PeopleSoft FSCM (CAPPS Financials) system.
  • 4 years of hands-on experience working in the Scrum framework and Jira.
  • 2 years of hands-on experience working with SharePoint lists.
  • 2 years of hands-on experience working with various Microsoft Teams features.
  • 1 year of experience with Phire.

Additional Requirements:

  • Interviews will be conducted by phone and through Microsoft Teams.
  • The worker may be required to work outside normal business hours on weekends, evenings, and holidays, as requested, with pre-approval and coordination through the agency.
  • Any travel, per diem, parking, or living expenses are at the candidate's expense, and travel away from the primary work location requires pre-approved written authorization from the agency.


Work Location and Schedule:

Location: 4601 W. Guadalupe, Austin, TX 78751.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays; work outside normal hours may be required on weekends, evenings, and holidays as requested.

Work Arrangement: Remote/Telework; the worker may be required to work remotely up to 100 percent of the time, and candidates must be located within the United States.
