Bellese Technologies is looking for an experienced Product Manager to join one of our distributed teams that support the Centers for Medicare and Medicaid Services (CMS) federal agency.
The Team you will be joining:
HQR - Our team is charged with maintaining and improving the software at the Centers for Medicare and Medicaid Services (CMS) that supports the Hospital Quality Reporting program. Thousands of hospitals across the country depend on these systems to submit quality measure data that reflects the care beneficiaries receive in their facility. Our teams will continuously strive to modernize these systems, while improving them in ways that reduce provider burden and minimize costs to CMS. We do this through HCD and Service design practices, product thinking, and skilled engineering. The ideal candidate will have five or more years of experience as a customer-facing digital product manager in a cross-functional agile environment, ideally in the public sector, professional services or a highly regulated industry. To be successful, this person must have a deep understanding of the consulting mindset, user-centered prioritization and the ability to build trust with a wide variety of stakeholders in a complex organization. Success requires a candidate who has excellent communication, collaboration and technical product skills. This is a user-focused role, working to translate the needs of users and the business into digital product features.

Required Qualifications:
- 5 or more years as a Product Manager building digital products in a cross-functional agile environment
- Expert knowledge of agile frameworks and principles and the ability to coach and mentor peers as needed
- In-depth knowledge of the requirements management cycle with excellence in defining, writing and testing requirements, acceptance criteria and definition of done
- Superior relationship-building skills in large, complex stakeholder environments
- Exceptional communication skills across business, technical and creative stakeholders
- Proven ability driving progress in ambiguous environments
- Prior experience with:
- Operating in a client-facing consulting or contracting role
- Releasing products in a SaaS environment
- Prior professional services, government, or federal consulting experience (Highly prefer Federal or State contracting experience)
Preferred Qualifications:
- Direct knowledge is great, but knowledge with alternative products is perfectly OK!
- The concepts are likely the same, and new tech can be learned.
- Formal training in a variety of agile delivery frameworks, including SAFe
- 2+ years working on a remote team
- Experience in a rapidly growing small business or startup environment
- Experience building digital healthcare technology products and services
- Experience working in the public sector or a highly regulated industry
- Familiarity with accessibility requirements
- Background in claims processing
- Healthcare experience in population health or payor experience
