BizFirst is assisting our client with recruiting a skilled and experienced Program Manager (Senior), Federal WCF IT Financial Management. This position supports the following program: U.S. Department of Transportation (DOT), Office of the Secretary (OST), Working Capital Fund (WCF), Office of Financial Management (OFM) — WCF IT Financial Management, Cost Model Development, and Systems Integration Support.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.

 

What will you do


Lead a nine-person delivery team supporting the financial management of DOT's IT shared-services Working Capital Fund: cost model development and modernization, systems integration and automation, monthly billing and revenue management, customer transparency reporting, data analytics, and financial operating-model support across nine contract functional areas. You are the single point of contact to Government leadership and own delivery quality in an environment with formal Acceptable Quality Level (AQL) standards, 100% inspection of most deliverables, and a strict rule that rework caused by contractor error is performed at no cost to the Government. This role rewards a PM who runs quality gates before submission, protects a demanding monthly billing calendar, and communicates precisely with executives.


Responsibilities:

·         Serve as primary point of contact to the Contracting Officer, COR, and WCF leadership; lead program kickoff within two business days of award.

·         Direct and integrate the work of cost modeling SMEs, financial analysts, a data/integration engineer, an automation developer, and a BI/dashboard developer across all nine functional areas.

·         Build and maintain the Integrated Master Schedule (IMS): initial baseline within 30 days of award, weekly internal updates, monthly formal submissions capturing critical path, dependencies, and delivery gates.

·         Maintain a live RAID log (risks, assumptions, issues, dependencies) with named assignees and active mitigations; support bi-weekly COR reviews. Deliver executive status briefings by the 5th business day of each month with executive-ready, 100% accurate, reconciled content.

·         Enforce deliverable quality against contract AQL standards; run pre-submission peer review and validation gates; manage remediation of any rejected deliverable within three business days. Track, verify, and report productive performance hours by position CLIN under a fixed labor-hour structure, segregating billable productive effort from unbillable rework.

·         Protect the monthly financial operations calendar (billing files by the 3rd business day; allocation outputs by the 5th; reconciliations and dashboard refreshes by the 10th).

·         Enforce scope discipline: ensure no team member performs inherently governmental functions, makes staffing decisions, or participates in IT consolidation governance determinations; route gray-zone technical direction to the COR for written confirmation. Manage Key Personnel change control, subcontractor oversight (if any), and transition/knowledge-transfer commitments that keep all products Government-owned and transferable.

 

Requirements:


·         Security Clearance: Public Trust or the ability to obtain one; or a higher Security clearance.

·         Candidates whose experience is limited to advisory, strategic, or conceptual consulting will not meet this program's bar. The client explicitly requires demonstrated, hands-on implementation experience — deployed cost models, executed billing cycles, delivered automations, and operational financial products.

·         Bachelor's degree in Business, Finance, Management, or a related technical field.

·         10+ years of professional experience, including 5+ years managing complex federal financial management or IT shared-services programs.

·         Demonstrated delivery under formal quality surveillance (AQL/QASP-style regimes, deliverable acceptance, performance-based contracts).

·         Experience managing federal contract mechanics: IMS, RAID/risk management, CLIN-level hours accounting, deliverable schedules, COR/CO relationships.

·         Excellent executive communication — briefings, status reporting, and issue escalation with senior Government stakeholders.

 

Desired Skills

·         PMP certification (highly preferred by the client).

·         Direct experience with federal Working Capital Funds, revolving funds, or fee-for-service shared-services organizations.

·         Familiarity with the DOT enterprise environment (Delphi, PRISM, ServiceNow, Oracle EPM, Power BI) or comparable federal ERP/ITSM stacks.

·         Experience leading teams that pair financial/accounting work with data engineering and automation delivery.
