About the Role

Are you ready to lead a program that turns innovative concepts into mission-critical solutions for the Department of War?

We are seeking an exceptional Program Manager to lead a high-visibility multimillion-dollar program for the US Army focusing on making tactical data available to command and control systems. In this role, you will guide cross-functional teams in an Agile DevSecOps environment to deliver innovation through experimentation under an OTA contract. You will manage multiple high-performing teams, and ensure the mission succeeds within strict budgetary and temporal constraints for the Department of War.

You will serve as the primary point of contact for program stakeholders, manage risk and resources, and ensure high-quality delivery on time and within budget. This role demands a leader who can balance the technical requirements of the Statement of Work (SOW) with the financial rigor of a multi-million dollar budget and the nuances of military stakeholder management.

Your role will involve close collaboration with our clients and our own cross-functional teams and the utilization of modern tools to drive project success.

RESPONSIBILITIES

You will manage and collaborate with your team of project managers, subject matter experts, architects, business analysts, engineers, and QA staff within an Agile DevSecOps environment. As a crucial member of our team, you will also be expected to consult and solution with client representatives daily. Ultimately, your responsibility is to successfully deliver multiple, on time, large-scale deployments, meet project milestones, ensure high quality deliverables, ensure adherence to timelines, budgets, and quality standards all while managing and meeting and client expectations.

Key Responsibilities include:

  • Contractual Oversight: Act as the primary liaison between our company and the Contracting Officer’s Representative (COR) and Agreement Officer (AO). Ensure 100% compliance with all aspects of the OTA agreement. Interface daily with US Army leadership, work closely with Army program managers, and understand and execute customer mission priorities.
  • Financial Management: Oversee a multimillion-dollar budget, managing P&L, Burn Rates, and Work Breakdown Structures (WBS). Ensure the project remains profitable while delivering maximum value to the US Army. Collaborate with platform vendors and subcontractors as required.
  • Team Leadership: Direct a multidisciplinary team of 45+ teammates, including subcontractors providing innovative data platform and AI services for a large, technically diverse, application portfolio. Manage recruitment, performance evaluations, and resource allocation to meet mission-critical milestones. Lead project managers in the definition of project scope, objectives, and deliverables within a platform-agnostic framework.
  • Strategic Reporting: Author and deliver Monthly Status Reports (MSRs), Quarterly Program Reviews (QPRs), financial deliverables (CDRLs) as defined by the contract. Use data-driven insights to mitigate risks before they impact the schedule. Jointly develop and execute strategic vision for a complex organization balancing strategic and tactical priorities. Champion process enhancements and the adoption of best practices to elevate project delivery efficiency and effectiveness, fostering a culture of continuous improvement.
  • Quality Assurance: Implement and maintain a Quality Control Plan (QCP) that meets or exceeds the Army’s Acceptable Quality Levels (AQL).

Requirements

Required Qualifications:

  • Bachelor’s degree in business administration, Computer Science, Information Systems, Engineering, Operations Research, or a related field
  • 10+ years of relevant professional experience in programming or project management
  • 5+ years of experience managing U.S. Army (or broader DoD) contracts valued at $10M+Proven track record of successfully overseeing the delivery of complex projects, including infrastructure migrations, LCNC implementations, or complex data integrations.
  • Strong understanding of IT project management methodologies, software, and tools.
  • Proven experience delivering complex, large-scale technical programs, including data integration, platform delivery, infrastructure modernization, or AI-enabled systems
  • Proven ability to manage full program lifecycle from transition and kickoff through execution, scaling, and closeout
  • Strong financial management experience, including P&L ownership, burn rate tracking, forecasting, and cost control
  • Experience managing subcontractors, vendors, and partner ecosystems in a prime contractor environment
  • Strong stakeholder management skills, with the ability to build trusted relationships with senior government leaders and client representatives
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with cross-functional teams and stakeholders.
  • Experience developing and delivering executive-level briefings, including Monthly Status Reports (MSRs) and Quarterly Program Reviews (QPRs)
  • Active Secret Clearance or ability to obtain one

Preferred Qualifications: 

  • Experience delivering OTA contracts at Army.
  • Project Management Professional (PMP).
  • DAWIA Level II or III in Program Management.
  • Active Secret Clearance
