Job Description

SOSi is seeking a Program Manager to lead execution of the DHS Safety Verification Initiative (SVI). The Program Manager is responsible for overall contract performance, operational oversight, staffing, quality assurance, compliance, stakeholder coordination, and delivery of field-based services supporting verification and wellness activities involving Unaccompanied Children (UAC) and Former Unaccompanied Children ((F)UAC) nationwide.

Responsibilities

  • Conduct in-person site visits at assigned residential locations involving UAC and (F)UAC cases.
  • Serve as the primary point of contact for DHS Division leadership and designated government stakeholders.
  • Provide overall leadership, direction, and administration of the SVI program and ensure compliance with all contract requirements.
  • Oversee nationwide field operations involving address verification, site visits, wellness observations, reporting, and escalation activities.
  • Ensure adequate staffing levels, workforce deployment, scheduling, onboarding, and operational coverage across all assigned regions.
  • Oversee implementation of program workflows, standard operating procedures, quality control processes, and reporting requirements.
  • Ensure timely completion of contract deliverables, operational reports, staffing reports, corrective action plans, and quality assurance documentation.
  • Manage program performance metrics and support continuous improvement initiatives.
  • Coordinate with Regional Coordinators, Contracting Officer Representatives (COR), operational stakeholders, and internal leadership teams.
  • Oversee recruitment, hiring, onboarding, training, retention, and supervision of program personnel.
  • Ensure all staff complete required DHS, security, privacy, and operational training requirements.
  • Oversee compliance with DHS background investigation, credentialing, and security requirements.
  • Ensure immediate escalation and reporting of critical incidents, safety concerns, misconduct, or operational risks in accordance with contract requirements.
  • Support transition-in, program launch, operational scaling, and transition-out activities as required.
  • Maintain oversight of field safety protocols, situational awareness standards, and staff support practices.
  • Participate in government meetings, program reviews, audits, inspections, and quality assurance activities.
  • Other duties as assigned.

Qualifications

Qualifications

  • Must be authorized to work in the United States.
  • Bachelor’s degree in social work, criminal justice, sociology, psychology, human services, or related discipline from an accredited institution required.
  • Minimum ten (10) years of documented experience in social services, community service delivery, field operations, program management, or related operational environments required.
  • Experience overseeing geographically dispersed teams or large-scale operations preferred.
  • Experience managing complex federal, state, or large-scale human services contracts preferred.
  • Experience overseeing field-based operations, workforce deployment, or community-based service delivery.
  • Strong leadership, organizational, communication, and problem-solving skills.
  • Ability to manage multiple operational priorities in fast-paced environments.
  • Experience implementing quality assurance, compliance, and performance management programs.
  • Ability to pass DHS background investigation, fingerprinting requirements, and all required federal security screening processes.
  • Must pass a drug test, motor vehicle record check and a background check, after accepting a conditional offer of employment.

Preferred Qualifications:

  • Experience working with immigrant populations preferred.
  • Experience supporting DHS, ORR, FEMA, or other federal programs preferred.
  • Bilingual fluency in English and Spanish preferred.
  • Experience managing rapid-response or high-volume operational programs preferred.
  • Familiarity with trauma-informed practices, field safety protocols, and crisis escalation procedures preferred.

Additional Information

Work Environment

This position operates in both office and field environments and may require frequent travel, including overnight travel, to support operational oversight, staffing, training, and government meetings nationwide. Work may involve evening, weekend, holiday, or extended-hour assignments based on operational needs and government-directed timelines.
