Your Role

The Growth Strategy and Execution team is responsible for the orchestration of strategic planning and execution across the eight lines of business that make up the Growth organization. The Project Manager, Principal – Markets Strategic Execution will report to the Director, Markets Strategic Execution. In this role you will function as a business and technical leader of large-scale initiatives of $5M+, partnering with business and technical product owners and managers to deliver required business outcomes and capabilities. The role is accountable for developing, managing, and monitoring estimates, budget, forecasts, and accruals; and is also responsible for managing and maintaining dashboards throughout delivery and representing and advocating for delivery teams during intake and quarterly delivery planning. The Principal Project Manager partners with multiple delivery portfolios and product teams to influence and improve product/initiative-based activities to achieve required business value.

Responsibilities

Your Work

In this role, you will:

  • Manage large-scale, complex projects that involve multiple internal and external stakeholders 
  • Operate at a strategic business level to ensures initiatives are in line with Blue Shield of California strategic goals, consulting at all organizational levels, including senior management, making recommendations, and influencing decision-making
  • Develop the project charter, integrated project plan, resource plan, risk management plan, test plan and related project management artifacts 
  • Validate financial forecasts and provide on-going reconciliation of resources and other related project expenditures 
  • Build, lead, and coach multiple project teams throughout project lifecycles, adhering to and modeling Blue Shield of California values and behaviors
  • Define and track project milestones while developing, maintaining, and reporting on an overall and integrated delivery plan 
  • Determine key business issues, monitor product roadmaps, develop effective action plans, and implement delivery of business value
  • Evaluate trade-offs between initiative size and complexity, cost, urgency, risk, and stakeholder value
  • Integrate vendors as part of end-to-end solutions
  • Facilitate operational readiness (business, technical and operational) activities throughout the lifecycle of initiatives including change management activities to support readiness
Qualifications

Your Knowledge and Experience

  • Requires a bachelor’s degree or High School Diploma/GED and 4 years of additional relevant experience in lieu of a degree 
  • Requires 10 years of prior relevant experience
  • Requires demonstrated leadership on large-scale enterprise-wide projects and programs ($5M+ budgets), showing increasing responsibility of scope and schedule complexity, budget accountability, and communications 
  • Requires experience managing multiple cross-functional project based teams
  • Experience managing direct or in-direct reports is preferred
  • Experience with information technology operations and a technical background experience, including complex technical project management, is preferred 
  • Knowledge of Blue Shield of California (BSC) or prior healthcare payer experience is preferred
