Job Description:

Senior Automated Information Systems (AIS) Analyst – Naval Forces Logistics (NFL) 

Seize your opportunity to make a personal impact as a Senior Automated Information Systems (AIS) Analyst supporting Naval Forces Logistics (NFL) for U.S. Fleet Forces Command (USFFC), Commander Pacific Fleet (CPF), Marine Forces Command (MARFORCOM), and Marine Forces Pacific (MARFORPAC). In this role, you will provide senior‑level functional and technical support across a broad portfolio of Navy and Marine Corps logistics AISs and applications used by Naval Operational Forces (NOF), including NTCSS, NOBLE, Navy ERP, NALCOMIS, IBS‑One, et al. You will oversee AIS tasking and operations, hardware and software baselines, database performance, and major portions of AIS‑related projects, while mentoring subordinate AIS analysts.

As a Senior AIS Analyst, you will play a critical role in ensuring that logistics IT systems and data effectively support fleet readiness, logistics operations, and financial integrity. You will conduct functional system analysis, operational research, and audits; test and review new and existing releases; support system administration and user access management; and contribute to requirements generation, business process reengineering, and data science efforts that modernize supply IT capabilities across the enterprise. 

In this role, a typical day may include: 

  • Overseeing AIS tasking requirements and current AIS operations for NOF logistics systems, including hardware, software, interfaces, and databases, and instructing subordinate AIS analysts. 
  • Developing, analyzing, and conducting operational research and audits to evaluate the performance and effectiveness of logistics AISs and interfaces; preparing follow‑up reports and recommendations on system implementations and enhancements. 
  • Testing and reviewing new and existing logistics AISs, programs, and applications (e.g., NTCSS (R‑Supply, OMMS‑NG, OOMA, R‑Admin), NOBLE (NOSS, NMRO/NAMS/NOME, AWARE), Navy ERP, eRMS, NITA, NALCOMIS, IBS‑One, CMP, AIMS, FSM, ROM, and others); drafting trouble reports and change proposals; and recommending updates to functional procedures and business processes. 
  • Determining user training needs for NOF logistics AISs, then planning and supporting on‑site implementation and formal training events, including AIS installation briefs, database clean‑up and closeout before upgrades, and post‑implementation validation of system outputs. 
  • Performing or coordinating system administration and production support functions such as daily backups, maintenance checklists, functional job processing, performance and interface monitoring, and troubleshooting of data and processing issues, in compliance with information assurance and cybersecurity requirements. 
  • Reviewing AIS applications, interface processes, exception listings, validation and financial files, material files, historical files, and data exchange reports to ensure database accuracy and reconciliation; recommending additions, deletions, or changes to maintain data integrity. 
  • Serving as an AIS and web‑based logistics program administrator for Distance Support units, processing access requests, updates, and password resets; supporting user management, access, and role/privilege assignments for Fleet Operational Supply Enterprise systems. 
  • Monitoring and resolving Tier 2 trouble reports, deciding when to escalate to Tier 3, and generating system monitoring reports associated with performance, interfaces, processes, and corrective actions. 
  • Working with NOBLE/NTCSS and non‑NOBLE system program sponsors and NAVWAR on system updates, maintenance, troubleshooting, and Functional System Analysis testing of new software and Data Alignment Program releases. 
  • Participating on cross‑functional teams and task forces for requirements generation and business process reengineering; reviewing proposed and approved Defense Logistics Management Standards (DLMS) transaction sets for impact on operational supply enterprise IT systems; assisting with data migration, fielding plans, installation/relocation, testing, acceptance, and integration of COTS/GOTS software. 
  • Supporting data science and research analyst activities related to logistics IT, including acquiring, processing, cleaning, and organizing data; performing exploratory data analysis; and assisting in the application of techniques such as machine learning and statistical modeling to improve logistics outcomes. 

What you’ll need: 

  • Ability to obtain and maintain a DoD SECRET clearance to access NOF logistics AISs, classified networks, and Navy and Marine Corps facilities. 
  • Willingness to travel CONUS and OCONUS for AIS installations, upgrades, training, and troubleshooting, including embarkation on ships or support to deployed units with 12‑hour workdays during installation and assessment evolutions. 
  • Familiarity and experience with Unix/Linux operating systems used to support NOBLE/NTCSS and other logistics AIS environments. 

Required qualifications: 

  • Bachelor’s degree in management information systems, information technology, information science, business, computer science, mathematics, or a related quantitative science field, OR education equivalency as described below. 
  • At least eight (8) years of experience in computer analysis, Navy AIS functional analysis, networks, and programming. 
  • At least two (2) years as a senior‑level analyst working under a formal quality management system (these two years may overlap with the eight years of experience above). 
  • Demonstrated experience with Navy logistics AISs and related IT environments, including functional analysis, system administration support, and troubleshooting in an operational Fleet context. 

Education equivalency: 
In lieu of a Bachelor’s degree, eight (8) additional years, for a total of sixteen (16) years of experience in a combination of computer programming, design, and/or analysis may be substituted.

Work is performed on‑site at government facilities within 50 miles of listed locations, during local core hours, with telework only when specifically authorized by the Government. 

The ideal candidate: 

The ideal Senior AIS Analyst is an experienced Navy logistics IT professional who is equally comfortable discussing system requirements with program sponsors, troubleshooting database and interface issues at the command level, and teaching operators how to use AISs effectively. They combine deep functional knowledge of Navy supply and maintenance processes with strong technical skills in system analysis, testing, and administration. They can read and interpret system specifications, design and execute functional tests, and quickly isolate and resolve complex data or process anomalies. They are meticulous about data integrity, security, and documentation, thrive in fast‑paced Fleet environments, and are motivated by improving readiness and financial auditability through robust, well‑managed logistics information systems. 

 

The likely salary range for this position is $96,569 - $130,651. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
