The Senior Operations and Compliance Manager is responsible for managing agency operations and ensuring program and fiscal compliance to support all VVSD programs and services.

Compensation:

$95,000 - $115,000

The Senior Operations and Compliance Manager ensures organizational integrity by managing daily operations, overseeing compliance across all local, state, and federal regulations, and ensuring financial and programmatic accountability. This leadership role bridges compliance, finance, and operational strategy to support all VVSD programs and services.

 

Essential Duties and Responsibilities:

Compliance & Integrity

  • Maintain agency-wide compliance with all laws and regulations, including HUD, SDHC, and other funders.
  • Oversee document storage systems, train staff on documentation policies, and maintain integrity of shared drives.
  • Conduct audits of client files and program data.

 

Program & Fiscal Oversight

  • Monitor and enforce programmatic and financial compliance across all grants.
  • Collaborate with Finance to create, track, and reconcile program budgets.
  • Approve all program site expenses and ensure proper internal controls over financial transactions.
  • Ensure procurement compliance and financial reporting accuracy.

 

Strategic Planning & Development

  • Lead feasibility assessments for new funding and expansion opportunities.
  • Design and implement operational and service updates in collaboration with executive leadership.
  • Coordinate cross-functional teams for reports and evaluations.

 

Grants & Reporting

  • Oversee grant applications, renewals, modifications, and reporting in partnership with Development and Finance.
  • Ensure grant billings align with contractual terms and funder guidelines.
  • Maintain agency licenses, permits, CARF requirements, and insurance documentation.

 

Facilities, IT & Property Oversight

  • Coordinate facility compliance with health and safety standards.
  • Liaise with landlords and property management on leases.
  • Oversee IT functions and agency inventory.

 

Leadership & Supervision

  • Supervise compliance and support staff.
  • Develop internal policies and procedures.
  • Prepare executive reports and respond to CEO-directed assignments.
Qualifications

Qualifications:


Education:


  • Bachelor’s degree required (Non-Profit Management, Public Administration, Accounting, Finance, or related field).
  • Master’s degree preferred.

 

Experience:

  • Minimum 4 years of operations management, preferably in a non-profit setting.
  • At least 2 years in a supervisory or leadership role.
  • Experience in grants management and financial compliance is essential.

 

 

Knowledge & Skills:

  • Strong understanding of fund accounting and budget processes.
  • Ability to balance mission-driven social services with operational efficiency.
  • Proficient in data integrity and compliance oversight.
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills; ability to work across diverse groups and departments.
  • Skilled in conflict resolution and team leadership.

 

Ideal Candidate Profile:

A strategic, detail-oriented leader who thrives in complex regulatory environments. They are capable of overseeing diverse functions from fiscal audits to facilities compliance and can unite programmatic goals with financial stewardship. Strong interpersonal and cross-departmental collaboration skills are critical.

Physical Requirements:


  • Ability to bend and lift light objects.
  • Ability to sit for extended periods of time while viewing a computer monitor.
  • Dexterity of hands and fingers to operate a computer keyboard
  • Capable of hearing and speaking to exchange information.
  • Seeing to read reports and data
  • Ability to speak English.
  • Must be able to work in a noisy, busy environment.
