ROLE SUMMARY:
  • We are seeking an experienced and strategic Senior IT Project Management Manager to oversee the planning, execution, and delivery of complex, large-scale enterprise IT initiatives. This role requires a seasoned leader with a minimum of 7 years of hands-on experience managing end-to-end technology projects across technical infrastructures, software development, cloud migrations, and systems integration.
  • The ideal candidate brings deep expertise in Agile, Hybrid, and Waterfall methodologies, possesses industry-standard certifications (PMP, CSM, or PSM), and demonstrates proficiency with modern project management, collaboration, and reporting tools. Experience working within or supporting US Federal Government agencies is desirable. Must have experience in Transformation Deliveries of complex projects. Liaisons with leadership and senior management, establish project controls, identify risks, drive decisions, and deliver clear executive-level reporting.

KEY RESPONSIBILITIES & ESSENTIAL FUNCTIONS:
  • Project Leadership & Delivery
  • Lead end-to-end delivery of complex, high-visibility, multi-million-dollar IT initiatives across cross-functional teams, external vendors, and public/private stakeholders.
  • Define project scope, goals, deliverables, resource requirements, budgets, and detailed execution roadmaps.
  • Drive project execution through both Agile (Scrum/Kanban) and traditional/hybrid project management frameworks.
  • Oversee vendor management, procurement/RFP processes, contract compliance, and third-party delivery management.
  • Governance, Risk & Financial Management
  • Manage project budgets, forecasting, variance tracking, and resource allocation to ensure cost-effective delivery.
  • Identify, track, and mitigate technical, operational, and financial risks and dependencies across projects.
  • Implement robust PMO governance practices, ensuring compliance with organizational standards, security policies, and regulatory mandates.
  • Measure, track, and report project metrics and Key Performance Indicators (KPIs) to executive leadership.
  • Team Management & Stakeholder Communication
  • Mentor, guide, and manage cross-functional IT project teams, Scrum Masters, technical leads, and business analysts.
  • Serve as the primary point of contact for executive stakeholders, clients, and government contracting officers/representatives (CORs).
  • Facilitate effective Agile ceremonies (Sprint Planning, Daily Stand-ups, Backlog Grooming, Sprint Reviews, and Retrospectives).
  • Lead and facilitate collaborative JAD sessions bringing together business analysts, systems architects, developers, and end-users to accelerate requirement gathering, system design, and technical consensus.
  • Project Matrix Plans & Baselines: Develop and manage comprehensive Project Matrix Plans—including RACI matrices (Responsible, Accountable, Consulted, Informed), Traceability Matrices (RTM), Risk Assessment Matrices, and Resource Allocation Matrices—to ensure accountability and complete scope alignment.
  • Technical Documentation & Deliverables: Draft, review, and maintain clear technical and project documentation, including Project Charters, Work Breakdown Structures (WBS), Standard Operating Procedures (SOPs), Architecture Vision Documents, and System Requirement Specifications (SRS)
  • Healthcare project experience using structured project management practices; Agile or hybrid healthcare experience is strongly preferred.


Requirements
QUALIFICATIONS & REQUIREMENTS:
Experience:
  • Minimum 7+ years of progressive experience in IT Project Management, managing large, complex enterprise projects from initiation to closure.
  • Proven track record of managing multi-disciplinary software development, infrastructure, or cloud transformation projects.
  • Preferred: Work experience supporting US Federal Government agencies with familiarity in federal lifecycle processes and agency compliance frameworks.
Methodology Expertise:
  • Demonstrated, hands-on mastery of Agile (Scrum, Kanban, SAFe), Waterfall, and Hybrid methodologies.
Certifications (Must possess at least one mandatory credential):
  • Mandatory: Project Management Professional (PMP®) certification.
  • Mandatory Agile Certification: Certified ScrumMaster (CSM®), Professional Scrum Master (PSM I/II), or SAFe Agilist.
Education:
  • Bachelor’s degree in information technology, Computer Science, Business Administration, or a related field (Master’s degree preferred).

PREFERRED / HIGH-VALUE QUALIFICATIONS
  • California State Government experience, especially Covered California, California Health and Human Services, or another public-sector organization.
  • Public-sector healthcare, health insurance, public benefits, consumer services, or similarly regulated environment.
  • Current PMP, CSM, PSM, or comparable certification.
  • Experience with enterprise applications, digital services, business process improvement, organizational change, procurement support, or vendor coordination.
  • Experience coordinating executive leadership, program areas, operations, and IT teams.
  • Agile, hybrid, or iterative delivery experience, including backlog refinement, sprint planning, sprint reviews, retrospectives, and release planning.
  • Experience establishing project governance, PMO controls, reporting dashboards, RAID logs, and decision processes.
  • Experience onboarding quickly into new environments and becoming productive with minimal ramp-up.
