We offer merchants an end-to-end payments solution that provides authorization and settlement capabilities, as well as instant access to funds and payouts. We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.

Job Summary:

PayPal's Developer Experience team builds the APIs, tools, and infrastructure that let developers put PayPal to work anywhere they build. As commerce moves into AI coding assistants and agentic platforms, we make PayPal the easiest way to move money on any surface.
We're hiring a senior/lead Technical PM with a strong engineering background to own Developer Tools & Platform — the technical foundation for all of DevEx. You'll own the APIs and extensibility contract that every client surface (CLI, IDE extensions, MCP servers, Developer Dashboard) builds on, so surfaces ship on existing API capability without custom backend work.

Job Description:

Essential Responsibilities:

• Uses data to build insights on product or platform requirements consistent with the shared vision for the product.
• Gathers insights from the customer experience and customer needs to input to product requirements
• Analyzes research, market analysis and usability studies, research and market analysis to support data-driven decision making
• Monitors product profitability measures, including budget.
• Lead sprint planning, daily standups and retrospectives to drive execution. Interfaces with product and technology leadership as needed.
• Partners with content developers, data scientists, product designers and user experience researchers to identify new opportunities.

Minimum Qualifications:

• 3+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

• A senior or lead-level Technical Product Manager profile with a strong engineering background. 
• Familiarity with REST APIs is required. You can read code, reason about API design and versioning, and hold your own in architecture and design discussions. 
• Experience owning an API, platform, or developer-facing service, including backward compatibility and release policy. 
• Deep empathy for developers so you understand how they evaluate, adopt, and stick with tools, and you obsess over removing friction from that journey. 
• Ecosystem instincts with the judgment to see which capability, surface, or investment unlocks the most value next, and the clarity to make the case for it. 
• Excellent communication so you can move fluidly between a technical spec, a partner-team conversation, and an executive readout without losing the thread. 
• A bias for shipping because you'd rather ship a sharp v1 and learn than debate a perfect plan.

The base pay for this role will depend on where you work and the relevant experience and expertise you bring. The expected range of pay for this role by location is:
