Responsibilities

The Procurement Analyst provides specialized Assistance Awards expertise to support the review, analysis, and documentation of assistance appeals. This position reports to the Director of Operations or as delegated and will coordinate closely with the Office of Acquisition Terminations (OAT), the Office of the Chief Financial Officer, the Audit, Performance, and Compliance (APC) Audit Director, and the Office of General Counsel (GC). This is a hybrid position requiring 3 days a week in the DC office.


Duties

  • Prepares legally sufficient action and decision memorandums, which include a thorough and detailed review and analysis of assistance appeals, to the Assistance Appeals Official.
  • Acts as Subject Matter Expert and advisor for technical and senior leadership in the area of assistance appeals.
  • Receives, reviews, and evaluates matters submitted by recipients of USAID assistance awards.
  • Applies applicable regulations to cost allowability issues and other issues raised by appellants/assistance recipients.

Qualifications

Qualifications

  • Must have previously held a job in the GS-1101, GS-1102, or GS-1109 job series; FAC-C Professional certification preferred for candidates with previous GS-1102 or GS-1109 experience; FAC-C professional certification required for candidates with GS-1101 experience.
  • Must have expert knowledge of 2 CFR 200.
  • Education: Bachelor’s Degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Experience: 12 years of relevant experience, including a minimum of five years of progressively responsible experience in federal assistance, or foreign assistance policy with the U.S. government.
  • Previous experience analyzing, documenting, and providing guidance on complex compliance issues related to USG foreign assistance award types.
  • Previous experience providing complex, legally sufficient, award-related recommendations to senior leadership.
  • Experience reviewing, analyzing, and applying award regulations, provisions, and award documents, particularly cost and budget information.
  • Strong written and analytical skills with the ability to synthesize decisional documentation for legal and policy audiences.
  • Proficiency with PRISM, Momentum, Google applications, and Microsoft Office Suite.
