The Technical Project Manager IT will manage the delivery of complex, cross-functional technology projects within the NEMS IT PMO, with a focus on infrastructure, cloud, network, and systems initiatives. The role bridges technical execution and project governance — owning project artifacts, coordinating with strategic vendors, and managing cross-team dependencies across the four IT verticals: Application Management, Analytics and Reporting, Software Development and Innovation, and Infrastructure. The Technical Project Manager will report to the Technical Program Manager (IT PMO Lead) and will work in close partnership with the Senior Project Manager IT and related infrastructure programs, while independently leading technical projects of moderate-to-high complexity across the NEMS IT portfolio.


ESSENTIAL JOB FUNCTIONS:


  • Independently manages technical IT projects of moderate-to-high complexity, including infrastructure upgrades, cloud workload migrations, network deployments, systems implementations, and clinic technology rollouts.  
  • Supports and collaborates with the Senior Project Manager IT on Project ATLAS initiatives including Azure Cloud Data Center build (primary and secondary DC), Palo Alto Prisma SD-WAN deployment, and Colo build, managing assigned workstreams, dependencies, and deliverables.  
  • Develops and maintains comprehensive project artifacts including project charters, Work Breakdown Structures (WBS), RAID logs (Risks, Assumptions, Issues, Dependencies), milestone trackers, dependency maps, and status reports.  
  • Coordinates vendor delivery and accountability for technology implementation partners including Rackspace, Palo Alto, Cisco, Microsoft Azure, and other strategic vendors, tracking SOW milestones and escalating issues to the Technical Program Manager as needed.  
  • Manages cross-functional project team relationships and stakeholder engagement across Infrastructure, Application Management, Analytics, and Software Development verticals.  
  • Facilitates project meetings, technical working sessions, and steering committee updates; prepares agendas, captures decisions, and distributes action items with clear ownership and due dates.  
  • Identifies project barriers, risks, and constraints; develops mitigation recommendations and escalates to the Technical Program Manager or Senior Project Manager IT as appropriate.  
  • Supports the BC/DR (Business Continuity and Disaster Recovery) program workstreams, coordinating technical tasks and tracking milestones toward sub-15-minute RTO/RPO targets across the Azure primary and secondary DC build.  
  • Manages clinic site technology project rollouts including network upgrades, endpoint deployments, wireless implementations, and systems refreshes across NEMS clinic locations.  
  • Coordinates application and infrastructure project dependencies including Epic CPE connectivity changes, Azure workload migrations, and integration-impacting infrastructure changes ensuring cross-vertical alignment.  
  • Tracks and reports project financials including budget forecasting, expenditure scheduling, variance analysis, and corrective action recommendations.  
  • Maintains project documentation repositories and ensures all project outcomes, decisions, and lessons learned are properly documented in accordance with NEMS PMO standards.  
  • Communicates project status to a variety of audiences including technical teams, IT leadership, clinical operations, and executive stakeholders.  
  • Supports the Technical Program Manager in maintaining the IT portfolio registry and contributing to project intake and prioritization processes.  
  • Guides and mentors Project Coordinators on project management best practices, tools, and PMO standards.  
  • Performs other job duties as required by the Supervisor/Manager.
Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field required; Master's degree preferred.  
  • 5+ years of IT project management experience, preferably in a healthcare or FQHC setting.  
  • Demonstrated experience managing infrastructure or technical projects including data center, cloud migration, network deployment, or systems implementation projects.  
  • Experience with Epic or comparable EHR platform projects in a healthcare setting is preferred.  
  • Proficiency with project management and collaboration tools including Jira, Microsoft Project (MPP), Excel, PowerPoint, and SharePoint.  
  • Experience coordinating with technology vendors and managing SOW deliverables and `milestone accountability.  
  • Strong written and verbal communication skills for both technical and non-technical audiences.  
  • Ability to manage multiple concurrent projects with competing priorities and appropriate sense of urgency.  
  • Strong organizational, facilitation, and relationship management skills.  
  • PMP certification preferred; or equivalent project management certification is a plus.  
  • Understanding of HIPAA, data privacy, and security considerations in a healthcare IT environment.  
  • Experience in a Federally Qualified Health Center (FQHC) or community health organization is a strong plus.  

 

LANGUAGE:


  • Must be able to read, write, and speak English fluently.  
  • Fluency in other languages is an asset.
