IT Business Relations Manager

We have an exciting opportunity for an IT Business Manager (H2R) to join our Oracle HCM team, based in Burnaby, CA, reporting to the Senior Manager of IT. In this pivotal role, you will serve as the strategic interface between HR, IT, and the business, supporting our Oracle HCM Cloud environment. You will be responsible for aligning business priorities with technology capabilities, ensuring effective support operations, and driving continuous improvement across HCM services.

Be a Contributor — What You’ll Do

  • Act as the primary liaison between HR leadership, business stakeholders, and IT for Oracle HCM Cloud support, enhancement, and service delivery activities
  • Own demand intake, backlog governance, and prioritization to align work with business value, strategic objectives, and operational capacity
  • Oversee incident, problem, and service request performance against SLAs and drive actions that improve stability, responsiveness, and user satisfaction
  • Produce leadership-ready reporting on backlog health, ticket burndown, delivery velocity, service performance, and system trends
  • Lead stakeholder communication across priorities, roadmap alignment, release readiness, risks, and issue escalation
  • Drive continuous improvement across HCM services by identifying process gaps, workflow inefficiencies, automation opportunities, and user experience enhancements
  • Leverage Oracle HCM's native AI and ML capabilities — including workforce analytics, talent insights, and predictive recommendations — to improve service delivery and inform business decisions across the hire-to-retire lifecycle
  • Identify and apply AI tools to streamline HCM workflows, improve service insights, and enhance reporting and content creation — using sound judgment in sensitive or high-stakes contexts
  • Evaluate where AI-enabled automation can reduce manual effort in backlog management, ticket triage, release communications, and requirements documentation — and lead adoption of those improvements across the team
  • Coordinate release and change management for quarterly Oracle updates and business readiness activities, including testing, communications, and adoption planning
  • Manage vendor and partner relationships to ensure accountability, quality, and timely delivery across support and enhancement work
  • Champion value realization from Oracle HCM investments by improving adoption, clarifying priorities, and helping the business maximize platform capabilities

Be Prepared — What You Bring 

  • 5 plus years of experience in business relationship management, IT project management, HRIS, or enterprise applications roles supporting HR or hire-to-retire processes
  • Strong experience with Oracle HCM Cloud or a comparable enterprise HCM platform supporting global HR operations
  • Hands-on knowledge of Oracle HCM modules such as Core HR, Talent Management, Benefits, and Workforce Compensation
  • Experience with system integrations, reporting tools such as OTBI and BI Publisher, and data governance practices
  • Knowledge of Agile, ITIL, BRM, or similar service delivery and portfolio management methodologies
  • Experience managing application support environments, service-level agreements, and cross-functional delivery priorities
  • Demonstrated ability to influence senior stakeholders and build strong partnerships across HR, IT, and business teams
  • Experience identifying and applying AI to improve workflows, analytics, content creation, or service operations, with appropriate judgment for sensitive or high-stakes situations
  • Familiarity with AI tools such as Microsoft Copilot, generative AI platforms, or Oracle's embedded AI features — and the ability to evaluate, govern, and responsibly scale their use within an enterprise HR environment
  • Relevant certifications such as BRMP, PMP, or ITIL are preferred
  • Bachelor's degree in Information Systems, Human Resources, Business, or a related field

Be Successful — Your Path

First 90 Days: Immerse in our culture, connect with mentors (Blox Buddies), and map the systems and meet with key stakeholders that rely on your work. Discuss and create short/long term goals. Six Months: Engage with BSAs, Design, develop and deliver Oracle HCM enhancements.

Six Months: Establish trusted partnerships across HR, HRIS, and IT; bring structure to demand intake and backlog governance; improve visibility into service metrics and priorities; and deliver measurable progress on Oracle HCM enhancements, support performance, and release readiness.

One Year: Serve as a strategic H2R technology partner with strong credibility across HR and IT; drive a healthier and more predictable HCM backlog and support model; deliver meaningful improvements across Oracle HCM services and selected AI-enabled workflows; and help the business realize greater value from its HR technology investments.
