Job Description:

Program Manager – Naval Forces Logistics (NFL) 

Seize your opportunity to make a personal impact as the Program Manager leading the Naval Forces Logistics (NFL) contract supporting U.S. Fleet Forces Command (USFFC), Commander Pacific Fleet (CPF), Marine Forces Command (MARFORCOM), and Marine Forces Pacific (MARFORPAC). In this role, you will provide overall contract leadership and program management for a globally distributed logistics and Automated Information System (AIS) support effort focused on Naval Operational Forces (NOF) supply and maintenance across shore, shipboard, and expeditionary units (organizational, intermediate, and depot levels). As the Program Manager, you will serve as the primary point of contact to the Government Program Manager and COR/ACOR, ensuring efficient, timely, and complete execution of all contract requirements and deliverables (including MCTMR and MFSR).

As the Program Manager, you will play a critical role in ensuring today’s Fleet logistics operations are effective while posturing the enterprise for future readiness. Your leadership will guide a multi‑site team of logistics analysts, AIS analysts, trainers, financial and database specialists, and subcontract partners who provide analysis, on‑site support, training, financial management, and system administration for a broad portfolio of Navy and Marine Corps logistics programs and AISs. You will shape how the team supports readiness, auditability, and cost‑wise logistics for NOF units worldwide. 

In this role, a typical day may include: 

  • Administering total program activities and serving as the overall manager for contract operations, financials, and reporting, which includes preparation and submission of the Monthly Completed Task Management Report (MCTMR) and Monthly Financial Status Report (MFSR)  
  • Functioning as the single point of contact to the Government Program Manager, COR, ACOR, and command technical assistants (TAs) for all contractor performance matters, including tasking, deliverables, and teaming partner coordination 
  • Establishing clear organizational lines of authority and responsibility, assigning work, maintaining proper and accurate timekeeping, and ensuring continuity between geographically dispersed support operations and the corporate office  
  • Managing subcontractor performance, time, and expenses, and integrating subcontractor efforts to avoid organizational conflicts of interest while delivering cohesive services across all functional areas and locations  
  • Providing contract fiscal management, including tracking labor, travel, and ODC execution and burn rates, and supporting Government funding decisions with accurate financial data and forecasts  
  • Developing best practices and tools for project execution and management, defining project success criteria, and disseminating expectations to team members and stakeholders throughout the lifecycle of tasks and deliverables  
  • Proactively managing changes in scope, identifying and mitigating risk, and leading issue and problem resolution across the full spectrum of contract task areas including but not limited to analysis and problem solving, logistics support, database validation/correction/reconciliation, financial management, on‑site and formal training, system administration, and user access management 
  • Coordinating and leading program review meetings, providing program status overviews, preparing meeting minutes and action item trackers, and ensuring urgent action items are addressed within required timeframes. 
  • Ensuring the workforce, level of effort, and labor mix are effectively managed, including timely backfill of vacancies (with special attention to historically hard‑to‑fill locations such as Hawaii and California) and ensuring all contractor personnel maintain required training and currency requirements. 
  • Ensuring all contractor personnel possess and maintain SECRET clearances, CAC/base access, and comply with all security, information assurance, and identification requirements associated with access to government facilities, systems, and classified information. 

What you’ll need: 

  • Ability to obtain and maintain a DoD SECRET clearance required to access classified information, facilities, and networks in support of USFFC, CPF, MARFORCOM, and MARFORPAC activities. 
  • Willingness to travel CONUS and OCONUS, including embarkation on ships and visits to expeditionary units, in support of inspections, assessments, training, implementation events, and program reviews. Travel may include extended days and 12‑hour shifts while underway or deployed. 

Required qualifications: 

  • Bachelor’s degree in Business Administration, Management, or a related business discipline, OR education equivalency as described below. 
  • At least six (6) years of Program Management experience supervising work where a minimum of two levels of subordinate supervisors report to the individual. 
  • A combination of at least four (4) years of Navy logistics and AIS operations experience and senior‑level management experience of a highly technical workforce.  
  • Working knowledge of Navy logistics, Naval Operational Forces supply and maintenance, and logistics AISs, including business processes, processing modules, segments, and management reports.  

Education equivalency: 
In lieu of a Bachelor’s degree, eight (8) additional years, for total of fourteen (14) years of senior level Program Management experience in a combination of Navy logistics management and AIS operations may be substituted.  
 

Location: 

  • Primary duty location: Norfolk, Virginia, with work performed on‑site at government facilities within local core hours  
  • Travel: Long‑distance CONUS and OCONUS travel in support of NOF units and staff elements, including locations such as San Diego, HI, Japan, Gulfport, Jacksonville, Quantico, Okinawa, and other sites, as required by tasking  
  • Telework: Not permitted unless specifically approved in writing by the Government  
     

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
