The Senior ERP Business Analyst (CAPPS Technical Analyst) will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role provides highly advanced, senior-level consultative services and technical assistance in support of CPA's Fiscal Management Statewide Fiscal Systems team. The candidate will oversee requirements, procedures, development, and testing activities performed by the CAPPS Managed Services vendor, ensuring adherence to written procedures, coding standards, and the CAPPS System Development Lifecycle. The position requires strong cross-functional communication, vendor accountability, and the ability to work independently across a broad range of technical and functional responsibilities spanning HR/Payroll, Financials, STARR, and ancillary systems.

RESPONSIBILITIES

  • Ensure CAPPS HR/Payroll requirements, procedures, development, and testing activities performed by the Managed Services vendor comply with written procedures, coding standards, and the CAPPS System Development Lifecycle.
  • Oversee WCAG 2.1 accessibility compliance for all digital products and content, including submitting and tracking accessibility waivers, coordinating testing, and renewing waivers upon expiration as needed.
  • Provide oversight for functional and technical design walks by analyzing business processes, reviewing functional and integration specifications, evaluating upstream/downstream dependencies, and delivering technical feedback on risks and readiness.
  • Review developed code for compliance with CPA-defined requirements and validate code comparisons prior to migration to ensure adherence to all established standards.
  • Perform Level 2 Service Desk duties, including complex ticket handling, in-depth troubleshooting, documented analysis, and basic configurations in collaboration with the Managed Services vendor.
  • Actively manage customer ticket requests via the CAPPS Service Desk, maintaining current statuses for interface issues, IP whitelisting, EFT server connectivity, agency transfer files, batch failures, and related technical tasks.
  • Perform all work in accordance with ITIL principles and practices, including IT service management (ITSM) and IT asset management (ITAM).
  • Participate in Disaster Recovery and Upgrade Testing activities, as well as the annual SOC-1 attestation audit, ensuring that security, availability, processing integrity, confidentiality, and privacy are considered in all proposed solutions.
  • Plan, design, develop, implement, support, and maintain information technology security measures to safeguard system information.
  • Perform all duties following CPA processes, policies, and procedures within project scope, on schedule, and in accordance with established milestones, deliverables, and due dates.

Requirements

MINIMUM QUALIFICATIONS

  • 10 years of extensive Texas public sector experience, directly working for or supporting a Texas state government agency.
  • 10 years of experience performing technical activities in support of CPA application systems.
  • 10 years of experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross-functional communication.
  • 10 years of experience preparing materials for and conducting executive-level presentations.
  • 10 years of experience performing technical project management activities in support of CPA's CAPPS program.
  • 10 years of experience interpreting contractual language and integrating it into daily workflows while consistently holding vendors accountable to contractual requirements.
  • 10 years of extensive knowledge of and experience with data integration, data quality, and SDLC processes and methodologies.
  • 10 years of technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11 or higher.
  • 10 years of experience with CAPPS Central production and deployment technical support activities for more than 100 agencies and 5 Hub instances.
  • 8 years of experience with IT service desk functions and knowledge of ITIL framework methodologies and processes.

PREFERRED QUALIFICATIONS

  • 10 years of experience with software and hardware management industry best practices.
  • 10 years of experience with CPA's legacy Statewide Financial Systems production support activities.
  • 10 years of experience developing technical specifications to support IT procurements.

ADDITIONAL REQUIREMENTS

  • The candidate is required to complete a minimum of 10 hours of professional training annually in a relevant area of expertise, conducted on personal time and at the candidate's expense.
  • The candidate must be adaptable and able to learn and integrate new systems and platforms as needed, including CGI Advantage.
  • The candidate's remote working location must be within the continental United States at all times, and the city and state of the primary remote working location must be reported to the CPA Contract Manager annually.

WORK LOCATION AND SCHEDULE

Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM CT, excluding State holidays; occasional work outside normal business hours, including evenings, weekends, and holidays, may be required with prior CPA approval.

Work Arrangement: Telework (remote); candidate must remain within the continental United States; on-site presence may be required on an ad-hoc basis at CPA's discretion.
