  • Ensure adherence to FAR/DFARS regulations, RFP requirements, and Estimating System policies, procedures, and controls.
  • Support capture and proposal development activities, including early gate reviews, pricing strategy development, and effective transitions to the cost volume team.
  • Coordinate cross-functional stakeholders and engage team members early in the proposal lifecycle to align requirements, responsibilities, and deliverables.
  • Develop and execute negotiation strategies, prepare for customer discussions, and support audit responses and requests for supporting cost documentation.
  • Drive process compliance, continuous improvement, and consistent application of estimating and pricing best practices across the organization.
  • Strengthen estimating and pricing capabilities by sharing expertise, mentoring team members, fostering collaboration, and building effective relationships with internal stakeholders and cross-functional partners.

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
  • Experience in proposal development, finance, or accounting
  • Experience with government regulations related to developing and negotiating cost proposals (FAR, DFARS, CAS, TINA) and supporting DCAA/DCMA audits

Qualifications We Prefer:

  • Degree in Finance, Accounting, or Business
  • Experience leading proposal, estimating, or pricing teams within a government contracting environment.

  • Negotiation skills and experience supporting fact-finding activities, audits, and customer negotiations.
  • Experience with coaching, mentoring, and developing team members while building high-performing teams.
  • Advanced Microsoft Excel, analytical, and data modeling skills, with experience in data visualization preferred.
  • Experience with Earned Value Management (EVM), program cost control, or program finance.
  • Knowledge of how to translate complex data and financial analyses into clear, executive-ready narratives and presentations.
