Brown and Caldwell is seeking an experienced Construction Manager to support and grow our Construction Management practice throughout Northern California. This unique seller-doer position combines approximately 50% construction management project delivery and 50% business development responsibilities. The successful candidate will serve as a trusted owner's representative and construction advisor while actively developing relationships with municipal agencies, utilities, contractors, and industry partners to expand Brown and Caldwell's construction management services. The role will be focused on supporting growth in the Bay Area and Northern California markets while delivering high-quality construction management services on water, wastewater, utility, and infrastructure projects.
Responsibilities
  • Lead quality control and assurance efforts across multiple projects.
  • Oversee subcontractor performance and resolve any issues.
  • Develop detailed project scopes and objectives in collaboration with construction execution team.
  • Analyze project progress and provide strategic recommendations.
  • Optimize project schedules and resource allocation.
  • Manage RFIs and ensure timely resolution of all inquiries.
  • Lead change management initiatives and ensure smooth transitions.
  • Ensure compliance with plans, specifications, industry standards and regulations.
  • Oversee successful closeout activities for contractors or subcontractors.
  • Completion of closeout manuals, including final operations and maintenance manuals.
  • Management of non-conformance process and reporting to ensure the highest quality delivery.
  • Provide leadership for health and safety to ensure all employees and subcontractors are meeting company health and safety requirements.
  • Reporting of subcontractor and vendor budget performance and change management.
  • Flexibility to adapt and execute various additional assignments based on evolving needs.
Preferred ExperienceConstruction Management & Project Delivery (50%)
  • Serve as Construction Manager, Resident Engineer, Owner's Representative, or Project Manager on infrastructure projects.
  • Manage construction contracts, schedules, budgets, quality, safety, and risk.
  • Lead construction meetings and coordinate communications among owners, engineers, contractors, and stakeholders.
  • Review contractor submittals, RFIs, change orders, claims, and payment applications.
  • Monitor project performance and ensure compliance with contract requirements.
  • Support constructability reviews, cost estimating, procurement, and preconstruction planning.
  • Provide leadership and mentoring to inspectors, field staff, and junior CM professionals.
  • Support collaborative delivery methods including CMAR, Progressive Design-Build, CM / QA services as part of Owner's Advisor Role on Design-Build projects.
 Business Development & Client Service (50%)
  • Develop and maintain relationships with Bay Area municipalities, utilities, and public agencies.
  • Identify and pursue construction management opportunities generated through BC client service and design teams.
  • Conduct regular client visits, industry meetings, and networking activities.
  • Collaborate with Client Service Managers and pursuit teams to position BC for CM opportunities.
  • Support proposals, interviews, capture planning, and strategic pursuits.
  • Build relationships with contractors, construction partners, and program management organizations.
  • Help expand awareness of BC's construction management capabilities throughout Northern California.
  • Support growth initiatives associated with BC's expanding national Construction Management practice.
Mentorship
  • May provide mentorship, guidance, support, and knowledge-sharing to help less experienced team members develop their skills and grow within their roles.
Skills and Competencies
  • Expertise in construction management and project management techniques.
  • Advanced knowledge in quality control and assurance.
  • Ability to oversee subcontractor coordination and define project scopes.
  • Expertise in managing requests for information (RFIs) and implementing change management processes.
  • High-level skills in plan and specifications compliance, progress monitoring, and schedule optimization.
  • Advanced knowledge of contracts and commercial delivery.
  • Proficient utilizing industry standard tools and systems for construction management.
Experience
  • Typically, a minimum of 10 years of related work experience in construction management or related field.
Required
  • 15+ years of construction management, utility, infrastructure, heavy civil, or public works experience.
  • Demonstrated experience managing large capital construction programs and projects.
  • Experience serving in Construction Manager, Resident Engineer, Owner's Representative, Field Engineer, or Project Manager roles.
  • Strong understanding of construction contracts, scheduling, cost controls, change management, and claims avoidance.
  • Proven ability to build trusted relationships with clients, contractors, and stakeholders.
  • Excellent communication, leadership, and negotiation skills.
  • Ability to work independently while supporting regional growth initiatives.
 Preferred Requirements
  • Utility, water, wastewater, energy, or public infrastructure experience.
  • Experience with municipal agencies and public procurement processes.
  • California client relationships within the Bay Area and Northern California markets.
  • Experience supporting pursuit strategy and business development activities.
  • Professional Engineer, CCM, PMP, DBIA, CM-Lean, or related certification.
Education
  • A bachelor’s degree in construction management or related field or equivalent experience is required.

Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education.  These ranges may be modified in the future.  

Location C: $126,000 - $172,000
