Develop agency-wide budgets, forecasts, financial models, and fiscal analyses; monitor program and contract performance; build dashboards and reporting systems; identify financial trends and risks; improve analytical processes; and translate complex findings into recommendations for leadership and stakeholders.

Analyzes governmental fiscal policy, budgets, funding opportunities, financing structures, and regulations. Develops funding scenarios, revenue maximization strategies, implementation plans, executive materials, and recommendations supporting fiscal sustainability and agency priorities. Partners with Finance, internal teams, external agencies, and community partners to coordinate cross-functional strategic initiatives and translate complex fiscal information into actionable plans.

Leads the agency’s data systems, architecture, analytics, reporting, and data governance strategy. Manages the Data Services team, budget, vendors, and projects while overseeing data warehouses, pipelines, APIs, dashboards, self-service analytics, and data quality practices. Partners with leadership and program teams to develop decision-support tools, improve data literacy, modernize infrastructure, and establish responsible AI standards addressing privacy, quality, governance, and human oversight.
